- magnitude nil Emissions are expressed as carbon dioxide equivalent, and negative figures are removals. Instant preliminary data (2025) are calculated at a less detailed level and with less detailed methods than the final inventory data (the years 2021 to 2024). In the inventory, the climate warming potential of different greenhouse gases is translated into a common measure, i.e., carbon dioxide equivalent, using Global Warming Potential (GWP) factors. The source used for the factors are IPCC Assessment Reports (AR). Emissions data according to the abbreviation AR5 have been calculated using factors in accordance with the IPCC's Fifth Assessment Report (carbon dioxide 1, methane 28, nitrous oxide 265, F-gases 4 to 23,500). The table will be updated after the annual emission allocations for the 2026-2030 are confirmed.

Emission Allocation is defined in the Implementing Act pursuant to Art. 4(3) of Regulation (EU) 2018/842 (The Effort Sharing Regulation (ESR)), its amendment 2023/857 and in the Implementing Decision (EU) 2023/1319. Annual emission allocation is confirmed for years 2021- 2025. Amendment 2024/1281 not taken into account in the table above.
